FRIDAY'S OPEN: Chicago Public Library Redux

Chicago Public Library Commissioner Mary Dempsey "resigned" after l8 years as Commissioner during which time Dempsey presided over the building and rennovating of 44 CPL branch libraries, ll of which are LEED-certified "green" buildings.  Under her tenure, the City built several new neighborhood facilities - closing the old storefront libraries which had been in place for several years.  She and Mayor Daley were both responsible for the Chicago Reads series wherein one book was chosen to be highlighted, promoted and discussed throughout the City each year.  We cannot discount the fact that Mayor Daley was a good friend to the Chicago Library System, whatever else some may say about the Mayor.  She and Mayor Daley were a good team and took our library system out of the good old days into a new vibrant, professional entity, working closely with the City's communities.  The good old days being a euphemism for poor management of the library and using it as a catch-all for crony appointments.  Mary Dempsey put CPL on the map as a well-run library system, innovative and proactive in library matters.  She and her excellent staff, the late Charlotte Kim and Karen Danzig Lyons come to mind, were often at library openings, functions and generally visible.  And a good looking vision they were.  Finally, the City had officials we could be proud of in these three women.  

During her early years - she worked with library communities to put in place "Friends of the Library" groups which invigorated our libraries' common interests.  Raising money for our local libraries was only one function of these Friends' groups.  We also worked tirelessly to promote reading among students, children and all things library. As I mentioned in an earlier diary - Friends' may be eliminated - we shall see.  I remember well when Ms. Dempsey came to our little storefront library to meet with our Friends group.  She was always accessible, gracious and with an eye to making libraries all that they could and should be.    

Ms. Dempsey received her law degree from De Paul University while she was working as a paralegal.  She worked for then Sidley & Austin, a prestigous Chicago law firm.

In a memo to her staff, the Commissioner took the high road (as usual), saying that she told Mayor Emanuel in November about her plans to leave and asked him to keep that decision private while he searched for a replacement.  She also had kind words for Emanuel, despite his whacking of the Library budget (which is responsible for 3% of said budget).  She is the first woman to chair the DePaul University Board of Trustees.  She plans to spend more time working in that position.  She and her husband gave a seven figure endowment (otherwise undisclosed) to the Mary Dempsey and Philip Corboy Endowed Scholarship.

Dempsey says that if it had not been for the financial support she received while attending law school she may never have successfully concluded her studies to be an attorney.  Through this scholarship, Dempsey and her husband will assist law students who also may find themselves in need of a financial boost to pursue a career in law.

Xanthe's editorial comment:  Oh my, what a non-neoliberal idea - to actually mention that she received financial help and wants to give back without thanking the usual corporation.  

All of this comes during a rancorous period between the Library Union and Rahm after he laid off 172 union employees to save more than $3 million.  (As I mentioned in my earlier dairy, most of these positions are low-level positions so the $3 million figure is interesting.) The staff cuts required the branches be open eight fewer hours per week.  Due to public pressure, Aldermen criticized the reduction and during a budget hearing Commissioner Dempsey confirmed the fears of their constituents:

So reduced access to books circulation will drop, visitorship will drop, access to computers -- all of that will be impacted.  (Ms. Dempsey said in October)

The new Commissioner is a non-Chicagoan, Brian Bannon.  He had been working as chief technology officer at the San Francisco Library.  Prior to that he worked at the Seattle Library System and the Bill and Melinda Gates Foundation.  

Mayor Emanual says he wants Bannon to help schoolchildren to keep from falling behind during the summer months when they're not in school.  Xanthe's comment:  Who doesn't Mayor Emanuel - certainly Ms. Dempsey feels the same way.  

Emanuel stated the alternative plan put forward was to close library branches.  Commissioner Dempsey said she never suggested closing branches.  Xanthe's editorializing:  If the Commissioner said she never suggested closing branches - then she never suggested closing branches period.    Perhaps the mayor was misquoted or some such thing....

Mr. Bannon stated that he plans to launch a summer program that will enable students to interact with one another during summer reading programs -- I am assuming he means some kind of computer-generated hook-ups, as his discipline is technology.  Even though he has no Chicago background - that does not mean he won't be successful - I wish him well.

However, Rahm gave a backhand to Ms. Dempsey when he said the crucial issue now facing libraries is not their hours, but their very mission.  (oh those damn unions and their nonmission mentality.)  

The debate is, what will libraries - our neighborhood branch libraries - be like in this information age.  And we need to define that next mission, with the next chapter, and adapt to changes in the world around them.  I mean just in the last year Borders had closed.  Amazon has become your neighborhood bookstore.  And we have to figure out how our libraries and our branch libraries - which are so important to neighborhoods, are going to adapt, and change, and prosper in this information age.

Oh put a sock in it Emanuel.  One would think the Library under Commissioner Dempsey was run with a quill pen and ink - or perhaps a stone and chisel. Every Chicagoan who has a functioning mentality understands that we must change continually (though not all "change" is useful) - be adept and nimble in the "information age."    And who is he having the "debate" with - oh wait - the nonmission librarians probably.

And do we see a "partnership" with Amazon in the future?  Just a thought.  We have to think of the future - after all.  

This is pure neoliberalism - let's dismantle what we have and look forward.  Huzzah.  As you know from my prior diary - he is a privatization man.

Commissioner Dempsey gave the libraries back to the people of Chicago.  And in better shape than they ever were.  She is a smart, tough woman with grace and intellect.  She came from the neighborhoods of Chicago, knows the city, the politics of the city - and remained as much as possible above those politics.  As the face of City of Chicago - she did us proud.  Thank you, Mary!  Bless you and your future endeavors.

Brian is a member of the Digital Library Assn. which (15.50 / 2)
is interesting.  We will soon be able to load our kindles, etc. from a library source.

Still -- what about ads on those downloads?
What does it do to the concept of a community based library which does more than just disburse books?

There's a lot to think of here - IMO - Rahm is looking to save money - we don't know this will be the case.

Challenging times for libraries.  I go to ours quite regularly, and the computers are always busy--the library I visit is in the middle of a very affluent area, so that makes me wonder how bad our economy really is.

We can download music and books from our library, which I guess is good, but I get kind of sad when I see parents bringing their kids in and leaving with only a stack of DVD's--not a single book.

I'm not sure what the future will bring for libraries, I'm kind of old-fashioned--I liked the old card catalog, though I appreciate the ability to use the computer to look up and reserve books.

My worry is that technology will take over the actual space of a library and its commitment to the community it serves.  

And as we all know, computerized jobs can be outsourced to anywhere but unionized Americans.  It troubles me - but then I have a black cloud that consistently turns up over my head.

I'm old fashioned too - I love books.  

I am not a Luddite but it's important that older generations push back and represent tradition, history - that is our function.  If Bannon turns out to be strictly a tech guy and not a people/community oriented librarian - that is a problem.

Rahm - he's just interested in saving money - at the expense of the unions.  We're talking getting rid of the little people.  (that's me - so I have an interest)

Librarians, reference and circulating, are shelving books in Chicago, as many of those "little people" have been let go.  Exceedingly poor use of their time.

Yet, there's another reason why so many librarians are being let go, also;  the availability of kindle for putting books into.  The era of automation is getting closer and closer, which is very scary indeed.

and newspapers when you pry them out of my cold, dead hands....

What I love about paperbacks and newsprint: it can be folded, spindled, and mutilated -- well, the NYT, anyway, not so much the books.  I mean, I can read it while I'm waiting for the bus.  I can read it on the bus, I can read it at work during breaks, I can do the puzzle in ink, I can rip out stories of potential blogging interest & fold them up and stick them in my pocket to further consider at home w/o keeping the whole section of the paper...and if I spill coffee on it, or it starts to rain, nothing will be harmed.

Paperbacks I love b/c I read them in bed.  Lying on my side.  Holding them with one hand, usually, while the other hand is under my pillow.  If I fall asleep reading, and roll over on them, or knock them off the bed, they will not be harmed.  And I never have to recharge their batteries: indeed, they recharge mine.

English usage is sometimes more than mere taste, judgment and education - sometimes it's sheer luck, like getting across the street.
